The Mission of the Office of the Treasurer of the State of Arkansas is guided by the words of Henry Clay who stated,

"Government is a trust, and the officers of the government are trustees, both the trust and the trustees are created for the benefit of the people."

To fulfill our responsibilities as trustees, the State Treasurer's Office shall, within its constitutional and statutory constraints, provide the citizens of Arkansas uncompromising safety, operating liquidity, and wealth building yield in the collection, investment and disbursement of their money in the most cost effective manner attainable while maintaining, above all, the highest ethical standards.

This Annual Report provides a statement of the condition of the State Treasury and its operations for the period of July 1, 2008 through June 30, 2009. The Treasurer of State is now providing this report in an all electronic format. By providing an electronic format, we hope to make it a more useful report with better research capabilities…and be green by reducing printed paper.
